Polish historian and social and local government activist. The first historian in Poland to undertake research on organized crime in the Polish People's Republic in the 1980s. Chairman of the Coalition for the Remembrance of the Cursed Soldiers in Gdańsk. In 2017–2021 director of the Museum of the Second World War in Gdańsk. In 2021 vice-president of the Institute of National Remembrance, from 2021 president of the Institute of National Remembrance. In February 2024 he was put on the list of persons wanted by the Russian Federation.
